Superficially an ID card scheme is much simpler than SFP: one person,
one card. With SFP there are all sorts of things involved.

It's an illusion of course.

At one time, they intended to have a dog ID scheme, with every dog micro-
chipped. I believe The Kennel Club talked them out of it. It simply would
not work.

I don't know much about the technology, but what happens if the ID card is
passed in close proximity to a magnetic field? De-gaussed? Will the owner
get a replacement for free or will he have to buy one? Oh, it will be such
fun!
