Superficially an ID card scheme is much simpler than SFP: one person,
one card. With SFP there are all sorts of things involved.

It's an illusion of course.

I am reminded of the story in the Guiness Book of Records of a gypsy
in the South of france that had, AsFarAsIRemember, 35 different
identitys (for social welfare payments).. And another of the Irish
Gypsies that are brought to the UK after being born to have their
second identitys registered.
