the set aside rules are complex, made even more complex by the bizarre
system we have adopted in England, which means that I now have
workswho last year had to 'set aside' grassland!
I'm sure you really don't want to know the details of how the system
;-(
I think that happens here as well. (setting aside grassland)..
it seems to be an artefact of some of the systems chosen rather than
something intentional at EU level
