In an additional sign that the bird flu scare may be waning in France, the
French farm ministry said on Friday the security zone around the infected
turkey farm would be lifted on Monday, four days earlier than originally
planned.
A ministry official said the authorisation had been given by the European
Commission in light of the progress made to control the spread of the
disease.

Do you have any more information about the reason why the EU decided it was
valid to lift the security zone early? What do they mean by "progress made
to control the spread of the disease"? Do they mean the steps taken or so
they have any evidence of beneficial results of those steps? I've had a
look at the report and despite translation doubts due to my elderly french,
I don't think they explained.
