yes, they are in a bind. Remember that anyone who registers is on the
livestock register. All those on the livestock register will also go on the
'customer register' and their 'land' will have to be mapped as well.
They cannot cope. What was initially intended to be a RPA customer register
with perhaps 100,000 on it tops, is going to end up with more than that
small poultry keepers.
I suspect the treasury will not fund the sort of register that Defra have
suddenly discovered EU regulations have now foisted on them
