It is my understanding that it is not "flocks of over 50 birds" that are
required to be registered but "COMMERCIAL flocks of over 50 birds".

Or has the requirement changed?

The definition of "commercial" is apparently any flock whose owner sells
eggs or birds for meat to the public.

They would probably do a lot better to ban bird tables....And what about
the ducks in the local park? Apparently, ducks can carry the disease
without exhibiting any symptoms.
