Let me just try to write what I think is close to what you are saying
but written for non theorists, jim say...
I am going to write it in the first person because I find it easier to
write if I imagine you dictating it.
=========
In order to allow QM to fit in a universe modelled by general relativity
I examined teleparallel connections. Although various different
teleconnections have been tried and have failed over the years I had
evolved one that didn't have the problems that others had had.
The key axioms I kept to were as follows:
1) A unique and specific quantum mechanical co-ordinate system that
exists solely for each quantum-mechanical interaction. This allows the
map of the universe of the emitter to be overlaid (with a scale change)
over the map of the universe of the detector.
2) Expansion is thus modelled as a change in scaling between the emitter
maps and the detector maps. This is the teleconnection.
3) To be consistent, for example a H atom taken in a path and returned
to another H atom should be identical when adjacent, there must be an
apparent 'acceleration in time'.
4) The model should revert to the classical correspondence (both quantum
mechanical and general relativistic).
This connection is limited to a subset of all possible morphologies but
fortunately the FRW spacetimes are one of them. It is thus not ruled out
by observation.
The main difference between the affine and this teleconnection is to
generate a redshift that varies as (a_t/a_o)^2. This immediately
requires that existing observational data be reinterpreted. This
produces startling results; it is entirely consistent with available
experimental results and also offers the real possibility that dark
energy and dark matter may not be required to model the universe.

first order comparison
affine: m-M ~ 5logz + 1.086(1-q)z
teleconnection: m-M ~ 5logz + 1.086(2-q)z
A potentially fatal flaw for this connection is to ask why this
acceleration in time (to first order) has not been observed for objects
within the solar system. It would appear as an extra term in a doppler
shift of ??? which is very small and hard to measure. Fortunately
pioneer offers a stable enough transmitter for this effect to be
measured and so the "pioneer blue shift" is evidence of the measurement
of this connection.
Extending the connection to model the observation of distant galaxies
again introduces an extra term. Partly because the orbit is around the
galactic centre whilst our line-of-site observation subtends this, the
term generated appears as an apparent acceleration of h_0/8 if directed
to the galactic centre and .....
I'll pause here.
[NB I accept that Qm and GR consistency requires this, but I don't think
it is properly explained in a handwavy manner. What is needed is a table
similar to the one above but with different headings.
Connection Affine Teleconnection
Distance to galactic centre
Redshift of galactic centre
Actual velocity of star note -/+
Redshift of star
Assigned velocity of star +/- wrt core
etc]
