I fear you are correct
Which considering the strength of warnings that have been given out around
the world for the pasat few years is a sad state of play

That is why the response has to be global - its not within the means of many
governments in the most sensitive areas to cope with this alone

It will be interesting to see what comes out of the AI mega meeting
These are certainly some of the basics that should have been in place over
the past 4 years -- really as soon as it got out of control in SE Asia.
Mind you as none of this is going to come cheep! [sorry] and none of it has
the qudos of war or invasions I fear there will be a little window dressing
and then much hand wringing in years to come
