I guess it isn't far off when every car has a two-way GPS installed which operates the EMUs.

Wouldn't that need a whole new constellation of satellites?

They are on the point of being launched.

GALILEO
European Satellite Navigation System

More and more often, it will become necessary to ascertain one's precise position in space and time in a reliable manner. In a few years time this will be possible with the GALILEO satellite radio navigation system, an initiative launched by the European Union and the European Space Agency.

GALILEO is based on a constellation of 30 satellites and ground stations providing information concerning the positioning of users in many sectors such as transport (vehicle location, route searching, speed control, guidance systems, etc.), social services (e.g. aid for the disabled or elderly), the justice system and customs services (location of suspects, border controls), public works (geographical information systems), search and rescue systems, or leisure (direction-finding at sea or in the mountains, etc.).

Note the words "speed control" in the above!

Yes, I was aware of Galileo and I am under the impression that it is designed as a one way GPS system (in the way that current GPS is). I am not aware of any two way systems planned. The list of uses above are all things which can be achieved with the current GPS system. Depending on the hype in the advertising, that could still mean it can be used for speed control. Current GPSs can be used for that. I use my in that way in that the speed indicated can be more accurate than a cars speedometer (when travelling at an even speed). On motorways I find this useful because, as well as greater accuracy, my GPS is situated nearer my normal eye line so it is easier than looking at my speedometer.

All you need is for the EMU to be able to read this data to match the speed with the location. Oh, and there is just the little problem of what to do when you lose sight of the satellites (in tunnels, under trees, between tall buildings, aerial otherwise obscured - possibly deliberately) or the GPS becomes confused for a little while because you drive round in circles. This is all without the road safety issues of a vehicle being remotely controlled by something that cannot be aware of prevailing conditions (to say nothing of the insurance and general legal complications over blame for any accident). I have seen many such proposals and experiments and have yet to see any reasonable answers to the problems.
