We have our fair share of foxes, but not over run.

I can see your point of the strips, but it does not seem the case, perhaps
it is because the strips are only 6m wide and the partridge are never far
from escape?

I would put it down to the insects and seeds that they provide for food, not
necessarily for nesting sites
