My point is that in other parts of the world anyone who is likely to be in
and amongst wild birds for whatever reason are being informed and educated
as to know what to look for and to be much more away and alert to the
potential dangers.
This has not been visible in the reports leading up to and during this
hunting season

As I said a good question -- I have ideas but don't have anything to support
them per se and so don't know the answer.
Stupidity and occular disfunction come to mind as well

But as I said pulling up the drawbridge is not the answer to this problem
The US and the rest of the global community have to get over there and get
this problem dealt with at source. The wider it is allowed to spread and the
greater the number of outbreaks the greater the probability of something
REALLY going pear shaped in all manner of ways
