Then we don't have emergency services. Certainly in the US the national
guard isn't one as these people have day jobs

Remember you have to find a unit in the right area, get the people in,
ensure that everyone has their kit, ensure that all the vehicles are working
(these vehicles tend to get cannibalised for spares due to budget problems)
