um. As I understand it, the Boscastle flood was not predictable in the
sense of a 1:25 or 1:50 year event. If enough water fell in the
catchment it was bound to happen, but to get enough water required a
heavy storm to remain stationery for a considerable period. Why not
condemn Carlisle, or Northampton (any other settlement on a floodplain)
or, indeed, the Fens?
