not really, some things are absolute. It takes far more effort to get 1000
tonnes across 100 miles than it does to get 100 tonnes across ten miles

Michelle will clear this up, but I don't believe Federal can intervene
without being asked? Similarly I believe it has to work through State, it
cannot merely take over

Again, something for Michelle but I suspect federal would be more tender
over 'poor blacks' than a southern state would
