You are, of course, quite wrong about lack of interest overseas.

ukba has been under constant survailance for, probably, three years maybe
more.

The country that develops BSE and lets CSF and FMD run out of control and
exports BSE and PMWS around the world should expect external interest in
their opinion formers.

If they are being devious, it will be noticed.
