Thats why they both are

These offices are both getting smaller as far as staff numbers are concerned

Actually, both offices are equiped to cope with over 250,000 cheque payments
per day.

Now thats a thought, actually, when they were introduced, these centres were
the largest of their type. There was not the equipment available capable of
managing the whole countries tax records when the offices where set up. They
took over from a single machine that dealt with london, who remembers the
London PAYE Accounts Office, processing punch cards, whilst the rest of the
country was on manual records.

neither Shipley or Cumbernauld deal with VAT.

The main problem seems to be that decisions regarding HMRC don't seem
to be based on efficiency.


It wasnt effeciency they had on their mind, it was two things. Firstly, there was not a big enough computer system availabe at the time to deal with the whole uk.

The other reason was the high levels of unemployment in Liverpool and Glasgow back when these offices were set up and the decision was made by polititions, not the Inland revenue of the day. That was also the reason for "Exit London" which was why the London Accounts Offices and London Provincial Offices were set up moving jobs to cities away from the capital, and it had nohing to do with efficiency.
