Because they can't organise it properly. If you call the offices which
have assumed responsibility for the taxpayers affairs and you ask the
right questions you will find out that a lot of the records are
missing.

So your complaint is with the way the move is organised not the move
itself.  So answer the question why centralising the records is bad
for taxpayers,

They are not "centralising" the records. They are moving them around.
Centralising would be putting them in one place.

Anyway, what do you know about this subject? You're not an accountant,
taxman or self-employed. You are a simply PAYE taxpayer.
