Why can't it be brought below 1% ?

Because some people just refuse to contact the revenue for them to
help....as with any organisation you will get problems, not even BT or
British Gas got 1%. In fact many private companies would be happy to
get 95%.

It was a shame, I was hoping for a balanced program,. that was not
delivered.

For example the man made bankrupt. Where was the mention of the fact
returns would have been issued to him before a determination is made?
Where is mention of the determination of his right to offset it by
completing a return. Was mention of the fact that he would have been
approached by the collectors to arrange payment....they would explain
he needed to complete a return to put aside the determination. Where
was mention of all the steps to contact to arrange payment which must
be gone through before it ever reaches court.

He was a fool like many who think if they ignore it all it will go
away, it did not. But shoot the people doing their jobs, not the
fools trying to avoid or even cheat the system.

I laughed when I read how accountants complained that they could not
file some returns on 31 January 2008........what have they been doing
that they all need to file on the very last day?
