No proof needed for a simple telephone call. But it would direct
their sources to a known cheater. Give them details of your purchase
and it will be easier for them to catch them out.

But if people are happy to pay taxes whilst others do not...let them
carry on. As you say, they will get caught eventually.

But they will get caught a lot faster if there are kown transactions. We did an exercise on certain restaurants and on one of the worst examles, purchased 12 test meals and when challenged, not one of these meals was on record. We cant do that in al cases but if we know that a certain trader is prepared to discount the VAT for a cash payment, then we can target resources, carry out our own test purchases and in some cases, prosecution.
