The victims:

The genuine cardholder can prove without a shawdow of a doubt that they
didn't carryout the transaction (something a PIN can't do), therefore
no disputed transaction or liability. I would expect the genuine
cardhodler to thank the retailer using this system.

The retailer: In the first instance this system deters. If however the
retailer retains their version of the transaction slip complete with
the perpetrators print, then it would be a very foolish card merchant
bank which would insist on a chargeback as the retailer has supplied
the card issuer/police with forensic evidence. (Advice given to
retailers who intercept a suspect card is to handle it by the edges -
the reason? The perpetrators prints hopefully are on the card).

The card issuer: They system is proven, and where fraud did occur then
the chances of apprehending the perpetrator increases expotentially.
