Did you open the package and use it yourself before finding out it was unsuitable? If so, did that damage it?

Of course it could be faulty, even if brand new and never used. You mean that you have never taken something brand-new from its wrappings and found it to be faulty?

You could ask him for the make and model of the PDA and confirm with the manufacturer of it/the SD card that it is supported. Or ask on a suitable forum if someone has one and has got it to work ok.

You could take the card back, subject to test. Which consists of sending it off to someone here who does have something that will take such cards, or asking a local shop, friend, etc to try it. Even go to a local suitable emporium and express interest in buying a card reader and asking the retailer to prove that it will work with *your* card. Whether you buy the reader afterwards, I leave up to you and your conscience.

So there are ways by which you can test the card.

If faulty, you could give him the money back in full, including carriage both ways. That, I would imagine, is what you would expect
from someone else. You can then return it whence it came, for a full refund/replacement.

If not faulty, you can refund him what he paid, less all your costs - including the reduction in value if he took it out of the sealed packaging. And sell it again.
