WANTED/ADVICE: PCMCIA USB 2.0 2-4 Ports

Apologies in advance for my ambiguous requirement from this newgroup!
I have bought a Via PCMCIA from an Ebay seller and it doesn't seem to work
on any OS. It does not detect any actual USB input although the device
itself is detected and loaded fine!!
So, I am either looking for help to direct me to a forum or support area
where I can further eliminate the problem. I have done literally everything
I can think of including manually scanning the drivers and attempting to
ensure windows update/usb support on the system.
I have tried it on 2000 pro and 98, and have stopped short of trying it with
WMC2005 installation (RTC?) cd's, but I gave up with that OS on this
particular hardware because it seemed unstable with some driver I had loaded
(its an OLD laptop) and I need those drivers to get to the internet
(catch22)!
Or, IF the consensus of opinion is that this chipset is poor (which is
personally my feeling), I am interested in finding a product that will
guarantee (or near enough!) to work on my laptop (a Mitac 6120L) - or at
least has no background of issues which seems to be the case with the bloody
VIA card.
It already has a single 1.1 USB controller, which is working but the socket
is faulty.
I have looked at repairing the partly working existing USB1.1 connector, but
the benefit of extra ports and fast USB and low cost for a PCMCIA solution
has taken precedence.
(I can't turn off USB on my BIOS though, if this is a major requirement for
ANY cards to take over USB.)
Can anyone recommend a better device that is more likely to work ? Or a
guide to actually get this one to work!
