Did it actually sit on the task bar? If so it could well have been the
predecessor to Samurize (www.samurize.com)

ITYM system tray rather than task bar. NetMeter (already mentioned,
http://readerror.gmxhome.de/ ) sits in the system tray and shows the
upload and download rates when you hover the mouse. It can also display
a window with a graph, that stays on top of other windows but goes
translucent when the mouse passes over it so you can see/click through
it.
