I have a Toshiba 12GB 9.5mm laptop hard-drive - model MK1516GAP or HDD2153. Its a very strange beast indeed :

According to Toshiba specs it is 15 GB.

There is a PDF at

but it does not read properly on this PC for some reason. Bermuda Triangle perhaps.

No obvious reason that it should behave as you describe.
