No one know their own end. Shoghi Effendi had no way of knowing in
1951 whether he had 20 minutes or 20 years to live. Indeed had he not
made the trip to London and got caught in the influenza epidemic he
might well have been alive in 1963. If he had such a capability of
seeing that he was to die six years before it happened he would have
had the capability of seeing that travelling to London in 1957 was a
very, very bad idea. You want to give a sense of omniscience to
Shoghi Effendi that he didn't have. He didn't know when or where he
was going to die, there's zero foreboding in his departure from Haifa
or arrival in London, he fully expected to be sailing home in 1958.
Even Abdu'l Baha did know when He was going to die before it was very
very near.
The whole idea of a court was abandoned because Israel had changed by
1957, there would be no religious courts as it appeared their would be
in 1951.
Read the whole proclamation, Shoghi Effendi was going to delegate more
powers to the IBC as it became necessary, one of those powers was as
an intermediary between him and the NSAs. It's a good first step. and
begins the process of developing the reach and connections it would
need as the UHJ. Indeed some of the development took place before
Shoghi Effendi's death with at least some of the Guardian's
correspondence to NSAs coming through the IBC.

Also she wrote:
"Had the Guardian been alive when the IBC evolved into the House of
Justice, all of the appointed members, including Mason Remey would
have been replaced by elected members who may or may not have held
offices. But the Guardian himself in all likelihood would have chaired
the meetings. The appointed members, including the officers and the
president, and including the women, were a temporary arrangment
pending the full evolution of the House of Justice."
The International Baha'i Council never evolved into the Universal
House of Justice. The International Baha'i Council had to evolve
through intermediary stages including the next stage which would be an
"OFFICIALLY RECOGNIZED BAHA'I COURT" as the "ESSENTIAL PRELUDE TO THE
INSTITUTION OF THE UNIVERSAL HOUSE OF JUSTICE" as clearly stated in
Shoghi Effendi's Proclamation of 9 January 1951. But this embryonic
Universal House of Justice before evolving to this second stage of an
International Baha'i Court was aborted by Ruhiyyih Khanum and the
former Hands who followed her. The materialization of this stage in
the evolution of the International Council was a part of the Ten Year
Global Crusade, which the first Guardian launched in his cablegram of
October 8, 1952 that would end in 1963. If the former Hands had not
violated the Covenant and had act according to the Plan announced by
Shoghi Effendi the Court should have been established by 1963, but
their flagrant disobedience and violation changed many things.
Your speculation that the first Guardian could have been alive at the
end of Crusade in 1963 is absurd, as he knew that he would not be
alive by that time. This is why he had foreseen that and announced
in his message of 23 November 1951 that "THE CENTRAL BODY [the IBC,
would be] DIRECTING THESE WIDELY RAMIFIED OPERATIONS [of the Crusade
and would be brought] INTO DIRECT CONTACT WITH ALL THE NATIONAL
ASSEMBLIES OF THE BAHA'I WORLD" during the Crusade and this is why he
had appointed Mason Remey, undeniably the most distinguished and
eminent Hand of the Cause at the time, who was more than 20 years
older than himself, to the Presidency of embryonic Universal House of
Justice. Had he believed that he would be alive by the end of the
Crusade in 1963 he would not have made the pronouncement contained in
his message of 23 November 1951. As it turned out, his passing took
place at the midpoint of the Crusade in 1957.
