Thank you for posting this quote from the writing of the first
Guardian's wife.
She wrote:

Shoghi Effendi interpreted the Holy Writings of our Faith and made
vital decisions throughout his ministry. His ministry demonstrated
the
'mightiness' of the "institution of Guardianship" of which Ruhiyyih
Khanum wrote.
Some sans-Guardian Bahá'ís claim or believe that the Guardianship
continues in their version of the Faith in the form of the writings
left behind
by the first Guardian when he departed for the next world.
The first Guardian's writings are not answering the current questions
related to interpretation of expressions in the Master's Will and
Testament.
His writings which he left are powerless to make new interpretations
beyond
those which he made when he was alive on Earth.
The first Guardian's writings are powerless to make vital decisions
about
current problems in the Faith.
It is amazing to observe individuals speaking and writing as if the
mere writings
of the first Guardian continue to be "this mighty institution of
Guardianship in
which mankind has found a sure refuge in this new age,"
When the Bahá'í Faith and its faithful adherents face new opposition,
tests and trials,
only a living Guardian on Earth can provide the necessary guidance for
true
believers in the Faith.
American soldiers, and soldiers of other Nations today follow the
instructions of living Generals.
American soldiers and sailors don't spend their time searching for
directives for their immediate concerns
in the writings of General Dwight D. Eisenhower, or Fleet Admiral
Chester W. Nimitz.
Shoghi Effendi's writings are a priceless eternal treasure, however
the "sure refuge"
for mankind in "this new age" is the continuing Guardianship of the
Bahá'í Faith
with living Guardians on the Earth.
