This is a big, fat fallacy.

Go read up the logic of implication.

If that's too abstract for you, try it with a few real life examples.

It is NOT TRUE that for any statements, A, B Either A implies B
or B implies A.

Your saying above that if brain size does not determine intelligence
then all animals are equally intellegent whatever their brain
size is just so much nonsense.

If brain size has NOTHING TO DO WITH INTELLIGENCE then that
only means that brain size has nothing to do with intelligence.

(it's not true, by the way, but I wouldn't want to confuse you with
the facts or explain "straw men" to you while I'm trying to get
you to the logical equivalent of learning how to count to 5).

It doesn't mean that, therefore a goldfish is as intelligent as a
man because its brain is SMALLER.

Your argument above is just as silly as if someone were to
say "If the moon is not made of green cheese, then green
cheese must be made of moon"
