In a recent post "Superpower / German NGO $ubversion," I publicized excerpts from the February 7th *Spiegel* article "Unwanted Guests: German Foundations In Crosshairs Abroad."
Here's a couple of those excerpts:
Because the foundations are viewed in Berlin as an instrument of foreign policy, they are sometimes also suspected of maintaining close ties to the intelligence agencies.
The suspicions of many governments are by no means unjustified. In Spain, for example, [German] political foundations funded ["Spanish" neo-Nazi] parties after the fall of the Franco dictatorship. The BND [Germany's foreign intelligence agency] allegedly set up a secret account for this purpose, with the funds being distributed by the [German] Chancellery.

These excerpts take on new significance since publication of the February 9th *Spiegel* article "Did Spanish King Sympathize with Coup Attempt?":
A newly declassified document from the German Foreign Ministry archive contains revealing new information about the failed 1981 coup in Spain. According to the report, Spanish King Juan Carlos apparently showed sympathy for the plotters in a private conversation with the German ambassador.
a document has emerged that casts a shadow on the sparkling image of this supposedly flawless democrat in the Spanish royal family.
The man who wrote the document was [the late] Lothar Lahn, who served as [West] Germany's ambassador to Spain between 1977 and 1982 and was well-liked by Juan Carlos. On the evening of March 26, 1981, the then-43-year-old king invited the diplomat, 16 years his senior, to his residence, Madrid's Zarzuela Palace, for a private conversation.
Juan Carlos quickly brought the conversation around to the failed coup attempt of Feb. 23 [1981], revealing how he really felt about it: He was quite sympathetic.
Lahn then reported back to Bonn, the West German capital, that the king "showed no indication of either antipathy or outrage vis-à-vis the actors (in the plot) but, rather, displayed much more understanding, if not sympathy.." He wrote that Juan Carlos had stated, "almost apologetically," that the insurrectionists "only wanted what we are all striving for, namely, the re-establishment of discipline, order, security and calm [= white terror]."
he [King Carlos] now wanted to influence the government and the military courts, so that "not too much" would happen to the coup leaders, "who obviously only wanted the best" for the country.
There is still some question about why the king would open up to a foreign diplomat.
at the time, Germany was Spain's most important advocate in its efforts to join NATO and the European Economic Community
The king...reportedly told Lahn that people should forget what happened on Feb. 23 "as soon as possible" and expressed his confidence that it would not happen again.

The Wikipedia article "23-F" indicates the attempted white terror was not a matter of only authoritaran Spain and West Germany:
Shortly after the assault, the coup was strongly condemned by country members of the EEC, with which Spain was under negotiation for adhesion (that finally took place in 1986).
The United States kept a neutral official position at the beginning of the [coup] action. Several indications suggest that the Reagan administration was informed about the imminence of the coup. Among other suspect behaviors, the military involved in the putsch were received in Washington in 1980, and American forces...were placed under a state of preparedness at the Torrejón de Ardoz Air Force base [about 12.5 miles east of Madrid] on the Sunday before the coup.
[The visible leader of the attempted white terror, Antonio] Tejero himself, sitting at the bench during his trial, mentioned openly that "both the United States government and the Vatican had been sounded out by the General Armada [, a confidant of the King]".
After the appearance of Tejero in the [Spanish] Chamber [of Deputies, gun in hand], U.S. Secretary of State, General Alexander Haig said only that "the assault on the Congress is an internal affair that concerns the Spanish People", which led to serious international criticism. Once the coup failed, he declared "we must congratulate ourselves that democracy triumphed in Spain".
