No, I don't believe it is. While there's a hell of a lot that can be done
in terms of reform - PACS and lobbyists are part of our system of
representative democracy.

Unfortunately you would sweep away lobbyists paid by the March of Dimes to
educate legislators about birth defects; lobbyists paid by the Salvation
Army to eduate legislators about homelessness; etc. along with the Enrons
and Exxon's.

There is a lot that can be done in the way of reform without tossing out the
one avenue of access besides direct visitation and letter writing that a lot
of individuals and groups have.

I disagree - it can and has been a FUNCTION of democracy itself.

are groups and individuals paid to lobby for the homeless?
