Is it God striking New Orleans with hurricane -- or global warming, caused by human beings? Didn't God tell Abraham he would spare Sodom if only 10 just men were found there?

Why do humans blame God when we kill each other in wars or screw up the
ecology? Is "God" to blame for our mistakes?
The fact is, New Orleans is built on a site below sea level, and the
Corps of Engineers has changed the Mississippi River so it no longer
builds up the delta and bayou country with silt. Now global warming may
be changing the patterns of hurricane formation, making New Orleans
more vulnerable. In the meantime, some 100,000 New Orleans residents
are so poor that they can't afford to leave the city to escape from
Hurricane Katrina.
Is any of this "God's" fault? Is it part of "God's plan" to punish the
city for the supposed "sins" of Mardi Gras?
Or have human beings tried to break the laws of nature [which are God's
laws in the end], by putting a big city in a risky place and by
changing the earth's climate through environmental pollution?
