Japan was in a full scale war against a country with
little industry and a quarter of humanity. What was
the interest of Japan to add an industrial nation
like the US to its enemy list?
Do you really believe that Japan was so

US weapons could do?

If you read history about the Panay attack, you'll find that no
substantiated motive was made public, at the time. The attack was
begrudgingly accepted by the USG as a "mistaken" attack -- as claimed
by the Japanese. Of course, after the attack on PH, it became fairly
clear that Japan was itch'n to start a fight with America, and the
Panay attack was simply a means to test America's commitment to
defending its interests in China. The American's blinked (as they
often seem to do) and the Japanese continued with their invasion of
China.

Also, NSA has released a decoded Japanese message involved with the
incident. You can find it at the National Archives or at the Navy
Department Library ( http://www.history.navy.mil/library/guides/cryptologic.htm
) ; i.e., it's not on-line. At this point, I don't know its contents.
