Your problem is that you look for "clear rules" in a war. Anybody
with experience would tell you "play it by the ear", use your head
to make judgment calls, one size just does not fit all, etc.,
but you just don't get it.

You remind me the reconnaissance troops who asked Patton
about such "clear rules". Patton's answer was perfect:
"Just drive down that road, until you get blown up".

Wrong... Not looking for clear rules, just trying to understand why
some folks seem to believe that war-time grants a license to ignore
the rule of law (or a rule of engagement based on the rule of law),
kill anybody they please, and receive a pat-on-the-back for doing so.
