hostilities were about to end. Then they tear their garments and ask why

First of all, those cluster bombs proved to be mostly US-made duds!
They were supposed to explode! So much for US quality munitions.
Second, the Hezbollah stepped up rocket attacks in the last days, and
so killing those who were setting off the katyushas and quickly
scrurrying away, or pulling the firing string from a distance, could
not be countered except with munitions that could cover a wide area.
That is why they were used, and not in order to callously kill
civilians. Actually, they should have been used much earlier in the
war. But, as I said, many did proved to be duds in the end, and
admittedly dangerous to civilians after the fact, when they did not
explode when they were supposed to have.


I'm sure the Israeli military and government thought they had good reasons to use cluster bombs against civilian positions. The rest of the world strongly disagrees with them.
