George Bush Does Need To Adjust His Iraq Policy



We should not let the terrorists win.

We should not adopt the racist assumption that the Iraqis are just a
bunch of "hothead foreigners" and wash our hands of them.

But the recent events in Iraq do mean that one element of the American
policy for Iraq needs to be re-evaluated.

It has been the policy of the United States that the new Iraq, after the
downfall of Saddam Hussein, must become one united country.

But the Shi'ites have had to endure one terrorist after another coming
out of hiding places in the Sunni areas.

And now, because of a provocative act by those who are undoubtedly
*foreign terrorists*, many innocent people of the Sunni faith have died
- not at the hands of terrorists, but at the hands of ordinary Shi'ites
in Iraq.

It is not reasonable to ask the Sunni and Shi'ite groups within Iraq to
feel safe around each other, to trust each other, after such events.
Attempting to maintain one unified Iraq after this is a prescription for
more bloodshed and misery. The Iraqi people have suffered enough.

Since Iraq's oil is in one corner of the country, and given Turkey's
nervousness about an independent Kurdish nation, of course, making Iraq
into three separate countries is still something that is desirable to
avoid.

But an existing model is present; Switzerland. Iraq could be a country
with one army and one foreign policy - and three cantons, each with its
own laws, and with no rights of mobility between them. To visit one of
the other cantons, or to work there, one would need the permission of
its local government, like travelling to a foreign country. That isn't
quite how they do it in Switzerland, of course, but it would solve the
primary security dilemma that will face Iraq for years into the future.

Over time, of course, mutual respect and trust would be able to grow
again. In the absence of fresh outrages that such a measure is needed to
create.
