I believe personally that this is very simply a game of numbers.
Israel has always been a backwater nation, without a homeland.
it has lived within the minds and hearts of citizens of other
countries and did not recently "exist" in a physical sense
(it had no land of its own) until shortly after WWII.
It now lies surrounded by populations that are primarily islamic.
While it is obviously a success in its political, military and economic
conquests, each time that it makes a move limiting the powers
or liberties of its surrounding nations it inevitably becomes less
popular as a good "international citizen".
Israel in all its success has only a very small, seemingly
insignifigant
populous when compared to its neighbours, and it is therefore
obvious that, even should it wish to retract its "restraint", it has
no real ability to control the far greater numbers of the islamic
nations surrounding it.
It was mentioned earlier that it could "easily handle Iran".
Technologically
this is true, however a population of <20 million, even with the latest
technologies and political strengths cannot forceably control Iran,
with a population of around 90 million.
This is made even more obvious as we see the difficulties that the US
is having in Iraq. The USA is usually considered the undisputable
world superpower, but after fighting for years its population of >250
million is unable to provide control and handle the population of Iraq;
a country with 20 million people, that has already had its armed
forces obliterated in the first Gulf War and war with Iran.

This makes it increasingly apparrent that should Israel have not
adopted its "restrained" stance it would no longer exist, as the
neighbouring countries would simply refuse to take the
bullying of another nation, and quite simply drive them out of power.
