Don't confuse what becomes later info with what _first_ reactions
happened to be.

The ship, according to sworn testimony of crewmen, was not under attack
for "approx. 75 minutes." There were two, separate and rather short
attacks.

In addition if a military force isn't trained to fight other maritime
powers besides its immediate neighbors, then they are not going to know
the specifics of each and every ship of every other navy in the world.

The lead IAF pilot after all reported that he thought this ship he
spotted was some type of patrol ship.

Perhaps. But you left out that the Grafton library was a
private-funded project. You also left out the Grob brothers,
contributed the most money to the library-building project and their
political beliefs.

was a private-funded project.
