You brought up speed, not me. So long as you recognize it's not done any
better anywhere else.

There are different ways to measure different issues/topics. What you are
trying to measure is quantity of healthcare. The earlier parts of your
post, however, were discussing quality of healthcare. How I measure those
things - and what is typically generally accepted - is to measure quantity
by how many people receive various levels of insurance and quality based on
outcomes. Our outcomes - example laparascopic cholecystectomies - are just
as good or better than any other nation. The number of people insured,
however, is less than many other nations. But don't forget, in those other
nations all people contribute to healthcare whereas in the US you need to
pay to receive, for the most part.
