Well it's up to the company to enforce its regulation otherwise there is no
point in having a regulation. It can set tolls and fines to pay for
controls... A control-less road will be cheaper but more dangerous, you
decide which one you want to take.
There are toll roads in the U.S. that clock the car as it enters the road and leaves it. If the car made it from entry to exit too fast, a speeding ticket is automatically issued.
