Yes, there are and they have been presented to you. Just because it
doesn't say "four guns" or "six guns", etc.. seems to put it beyond your
ken to understand. The term used is "engaged in the business" and it is
defined.

The limits are so vague and ambiguous as to be unenforceable. Thus

If it needs enforcement, then it's not legal and thus isn't a loophole BY DEFINITION.
