My thoughts:
Any legislation that can be enacted can be repealed soon enough. Even if it were to pass, the next legislature would more than likely repeal it if there is that much anti sentiment in the state.
In my view, the only way to have any legal permanency in your state is through judicial legislation.
Rather than (what I consider) waste time on the proper channels of legislation, I'd focus my energies on using the predominant tactics by scrutinizing the state constitution, federal constitution, state legislation, etc., searching for the loopholes to hold the STATE accountable for your inability to defend yourself, and then start the lawsuits until there are judgments in your favor. Eventually, with any luck, there will be a judgment that declares you have the right, no new legislation necessary.
You want a real-world example? Look at the legal history of homosexual marriage in the state. Not accomplished by legal and proper channels, but by subversion and judicial legislation.
The idiots are in power, you have to beat them at their own game using smart tactics.
