This issue was recognized by U.S. leaders when we
had to train massive
volunteers & draftees for both WW I & WW II and lead
to the creation
of what is now known as the Civilian Marksmanship
Program, a program
which prior to being fairly gutted by Clinton placed
surplus weapons
and ammo in the hands of Americans and provided
firearms safety and
shooting skills to portions of the population that
desired to have
those skills.
I have no problem with civilians doing military
training in readiness for their county's defence, in
fact I believe it's desirable.
That doesn't equate to a sizeable percentage of the
population carrying side arms.
Of course not. Once out of uniform, people are so likely to
forget all their military training and just go off half-cocked.
Weapons.
Not just the Swiss, but the Canadians, the British, the French,
the Japanese - all of them. Not to mention those members of the New
York National Guard who live in the City, or the Massachusetts
National Guard. Soon as they are off duty and leave the post, all
their training in safe weapon handling just disappears. Poof! gone
clean out of their mind.
It is really an amazing phenomenon. I have never seen it in person but
it seems to be documented by several groups like HCI, VPC, etc.. It
must really be an awesome thing to behold.
I think it must be some sort of mystical rite they undergo before
they leave the base.
