It works with cars! If you own a gun you can't sell it to someone who
doesn't have a license. The sale is registered locally AFTER a
background check.

And we'll just make them print the serial numbers REALLY BIG on the guns
so the cops can see them like license plates and the law will be that you have
to keep them out in the open where every one can see them, like cars and car
license plates. That way if you shoot someone, someone can take down the
serial number and call the cops!
