From the story:

There are now about 200,000 gun permit holders in

Funny thing about this, I've heard Tennessee deliberately
impedes people from getting a CCW. Everything from not
taking checks or plastic to pay the fee, to having to go
to one agency to apply and another agency to get
fingerprinted, to having the state take as much time as
they can legally do - up to 90 days - to issue the
license.

Not entirely true. The initial application must be in
cash -$115- (non-refundable) but renewals ($50 every 4
years) can be paid in almost any way possible ... cash,
plastic, money order, even over the internet. The initial
application is made at the closest Dept. of Transportation
driver's license testing facility and since a finger print
isn't required for a driver's license, the Highway Patrol
offices don't have fingerprint equipment. Where ever you
take the required training gives a list of places that have
the necessary equipment. Ironically enough I went to the
Metro Nashville Board of Education where there are a surplus
of the slashed guns forbidden signs. Good equipment though,
all electronic, no messy ink.

The application and prints go through NICS. Neither my
initial permit nor my renewal took more than 30 days.

A picture is not generally necessary since they use the one
from the latest driver's license. They even use the same
number. While it's not required to tell an officer who has
pulled you over that you have a carry permit, he knows as
soon as he/she runs the DL number. Then he/she can ask if
you're armed and you must tell ... a don't tell unless
you're asked policy.

Yet getting a driver's license is as straightforward as in
most states.
