Decriminalising would not necessarily change that.

Decriminalising might or might not result in government regulation of the
drug. Look up "decriminalise" in a dictionary - there is no mention of any
form of quality control or accurate labelling. Here it is from Wiktionary.
"decriminalization -The act of making a previously illegal activity no
longer treatable as a criminal offence. "

Now it MAY be that some form of government regulation applies, but that is a
separate issue to decriminalisation. Now, IF regulation did happen and the
laws were like those pertaining to alcohol where I live, people could still
manufacture their own. However, they would be only restricted in selling it,
not from consuming it or giving it away to friends. If a similar regime
applied to drugs, then there is still the possibility of overdose, because
the active constituents in the home-made product may be present in different
quatities to the "commercial" product.
