Actually LIBEL and SLANDER are protected as free speech
There is NOTHING that PREVENTS you from expressing either one
The ONLY aspect of either one is that if you cause harm, you MAY be liable under CIVIL law
There is NO government EDICT that can prevent you from expressing either slander or libel

Don't confuse the act with the possible consequences
You have an ABSOLUTE right to open your mouth and do it
The rest is AFTER THE FACT.
