My checking with Oxford results in the following in context definition:

2 (the people) the mass of citizens; the populace.

Citizens.......those are individuals.

But I learned about variant definitions of "people" and
"the people" reading Madison's Notes on the
Constitutional Convention and Eliot's Debates, both
cited by Steve Krulick and other posters on TPG.
