There's an explicit provision in the bill for relief of disability
for those whose restrictions are due to mental illness.

Brick: This is were I disagree. Instead of providing a system for
"relief of disability", which to me is the same as saying the accused
must prove he's innocent, the Federal law should provide guidelines
for due process to determine "mental incompetence" so the "accused"
has full legal and medical counsel when he needs it most, right from
the start.

Presumably, the method for determining disability due to mental
impairment has already been determined to meet any requirement for due
process.

If not, that's where the attack belongs.

Bert, the NICS itself is a horror. It is the federal government giving its permission to a citizen in order to buy a firearm.

As a government permission, it directly contravenes the 2nd Amendment.
