What SDI? It didn't work then, and it still doesn't. The Actor may
have thought it could, but he believed a lot of rubbish.

The USSR had been moribund for at least a decade and collapsed from
internal stresses that had little to do with The Actor or his schemes,
though he did force -us- to spend colossal amounts of money --no
balanced budgets for him-- on weapons we can't use.
