Yes.
I think their rights were grievously infringed, but that doesn't mean they
didn't have them.
Most people, throughout history, lived in societies that lacked protection
for their fundamental rights. And most people lived lives that were
brutal, desperate, and short.
The two circumstances are directly connected.
Any society is free to refuse to believe in our fundamental rights. That
society will then inevitably become chaotic, crime and disease-ridden, and
poor.
Any society that is chaotic, crime and disease-ridden, and poor will
become, in a fairly short time, orderly, healthy, and wealthy, once they
understand that they do have these fundamental rights, and begin to
protect them.
It's in the nature of who we are.
