Civilian semi-automatic AK-47s are not illegal to own in most states.
Unforturnately, the audio in this cited video did not transmit.
Therefore, it is not clear to me whether or not the firearm used was a
semi- for fully-automatic firearm, or machine gun as you put it.

Do you assume without confirmation that it was indeed a fully-
automatic firearm?
